According to the research of the University, our university needs to purchase four sets of interactive electronic whiteboards, and the supplier is expected to bid according to the requirements of our university.

1、 Bidding requirements

Nanjing Jinling middle school invites qualified suppliers to submit response documents and make a one-time quotation for the bidding procurement of interactive electronic whiteboard, and the price shall not be changed.

1. Project content: four sets of interactive electronic whiteboards

2. The supplier shall meet the following qualifications:

Conditions stipulated in the government procurement law of the people's Republic of China:

(1) Have the ability to bear civil liability independently;

(2) Have good business reputation and sound financial and accounting system;

(3) Have the necessary equipment and professional technical ability to perform the contract;

(4) Have a good record of paying taxes and social security funds according to law;

(5) No major illegal records in business activities in the three years before participating in government procurement activities;

(6) Other conditions stipulated by laws and administrative regulations;

(7) See specific requirements for others.

3. General requirements for goods:

3.1 the products submitted by the supplier must be brand-new and unused original qualified genuine products, fully meet the quality, specification and performance requirements specified in the procurement documents, meet the national or industrial standards, and be responsible for the legitimacy of the source; Products subject to national compulsory certification must pass the certification.

3.2 the product brand or model in the procurement document is the brand or model recommended by the purchaser according to the functions to be realized by the project.

4. Policy function

Unless otherwise specified, imported products are not accepted in this purchase. Imported products refer to products that enter China through customs declaration and inspection and are produced outside China.

5. Preparation and submission of response documents

5.1 composition of tender documents:

1. Letter of bid and quotation (the quotation shall include all expenses before delivery: i.e. all tax inclusive expenses incurred in goods design, manufacturing, packaging, storage, transportation, installation, commissioning, training, technical services and spare parts before acceptance and within the warranty period)

2. Brand, model, specification, configuration and technical indicators of goods supplied

3. Business qualification, qualification certificate and other documents: business license of enterprise legal person, tax registration certificate, power of attorney, power of attorney, etc. (the copy shall be stamped with official seal)

4. Letter of authorization of the original manufacturer, quality assurance and service commitment of the original manufacturer for the products provided for the project

5.2 form of tender

1. Number of copies of tender documents: in triplicate (one original and two copies), each tender document must be clearly marked with "original" or "copy", the original and copy shall be sealed respectively, and the words "original" or "copy" shall be marked in an obvious position on the cover of the archive bag. In case of any inconsistency between the original and copy, the original shall prevail.

2. All bids must be printed in volume

3. There shall be no traces of erasure and change in the tender. If errors and omissions need to be changed, the person signing the tender must sign at the change place.

4. All qualification certificates provided by the bidder must be true and valid. In case of forgery, the bidder will be disqualified once it is found.

5. The bid inviter will not accept unsealed bids such as telephone or e-mail.

6. Evaluation and transaction criteria:

6.1 when reviewing the effectiveness, completeness and responsiveness of the response documents, the bidding team may require the supplier to make necessary clarifications, explanations or corrections for the contents in the response documents with unclear meaning, inconsistent expression of similar problems, or obvious word errors and calculation errors, and notify the supplier in writing. The clarification, explanation or correction of the supplier shall not exceed the scope of the response document or change the substantive content of the response document, and shall be signed or sealed by its legal representative or authorized representative. If the supplier is a natural person, it shall be signed and attached with identity certificate.

6.2 the quality and service can meet the substantive requirements of the procurement documents, and the quotation is the lowest. The contents marked with "★" or specially specified are substantive requirements, and no negative deviation is allowed.

6.3 on the condition that the quality and service can meet the substantive requirements of the procurement documents, it is determined that the supplier with the lowest price and the best technical indicators and service standards is the successful supplier

6.4 after the successful supplier is determined, the purchaser shall issue a transaction notice to the successful supplier.

7. Sign a contract

7.1 the successful supplier shall sign a contract with the Purchaser within 3 days from the date of issuing the traffic notice, and the signed contract shall not substantially modify the response document.

7.2 the supplier shall complete the supply within 7 days after the contract is signed.

7.3 in addition to force majeure and other factors, if the purchaser changes the transaction result after the transaction notice is issued, or the transaction supplier refuses to sign the government procurement contract, it shall bear corresponding legal liabilities.

7.4 if the successful supplier refuses to sign the government procurement contract, the purchaser can re purchase as appropriate, or sign the contract with the first successful candidate supplier after the successful supplier, and so on. In case of re procurement, the successful supplier who refuses to sign the procurement contract shall not participate in the re procurement activities of the project. If the circumstances are serious, the school shall include it in the list of bad behaviors, and shall not participate in other procurement projects of Nanjing Jinling middle school within one to three years.

8. After sales service

8.1 quality assurance (repair) period: the whole set of equipment is guaranteed for two years free (calculated from the date of formal acceptance) and maintained for life.

8.2 fault response time: during the warranty period, make a return visit every quarter and deal with problems in time. In case of quality problems or faults, the response time is 4 hours. In case of emergency that cannot be solved remotely, the Engineer shall arrive at the site and eliminate the faults within 8 hours.

8.3 if the same fault occurs three times during the warranty period, the supplier shall replace the goods unconditionally.

9. All response documents will be kept as files and will not be returned by the purchasing unit whether the transaction is concluded or not.
