2、 Qualification requirements of the applicant

1. It meets the provisions of Article 22 of the government procurement law of the people's Republic of China, namely:

(1) Have the ability to bear civil liability independently;

(2) Have good business reputation and sound financial and accounting system;

(3) Have the necessary equipment and professional technical ability to perform the contract;

(4) Have a good record of paying taxes and social security funds according to law;

(5) No major illegal records in business activities in the three years before participating in government procurement activities;

(6) Other conditions stipulated by laws and administrative regulations.

2. If the person in charge of the unit is the same person or different bidders with direct holding and management relationship, they shall not participate in government procurement activities under the same contract of the project.

3. Those who provide overall design, specification preparation or project management, supervision, testing and other services for the procurement project shall not participate in other bidding procurement activities of the project.

4. It has not been included in the list of dishonest Executees, parties to major tax violations, and the list of records of serious violations of law and dishonesty in government procurement.

5. Qualification requirements for implementing government procurement policies:

1) Government procurement activities must implement preferential policies such as promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises and promoting the employment of the disabled.

2) This procurement activity is not a special project for small and medium-sized enterprises. The price of products of small and micro enterprises will be deducted by 6%, and the deducted price will be used to participate in the review.

Welfare units for the disabled and prison enterprises participating in this procurement shall be regarded as small and micro enterprises and shall be subject to the same deduction standards. Welfare units for the disabled and prison enterprises belonging to small and micro enterprises shall not enjoy the policy repeatedly.

Calculation method: final price = response quotation × 94%, and the price score shall be calculated according to the final price.

3) Large and medium-sized enterprises and other natural persons, legal persons or other organizations negotiate with small and micro enterprises to form a consortium. It is agreed in the Consortium Agreement that if the agreed contract amount of small and micro enterprises accounts for more than 30% of the agreed contract amount of the consortium, the consortium can deduct 3% of the price and participate in the review with the deducted price.

Calculation method: final price = responsive tender offer × 97%, and the price score shall be calculated according to the final price.

4) If all parties to the consortium are small and micro enterprises, the consortium shall be regarded as small and micro enterprises and enjoy a price deduction of 6%, and the deducted price shall be used to participate in the review.

5) Large and medium-sized enterprises and other natural persons, legal persons or other organizations forming a consortium shall not have investment relations with small and micro enterprises.

6) The supplier shall provide the original of the declaration letter of welfare units for the disabled and the declaration letter of small and medium-sized enterprises, otherwise the price will not be deducted.

7) The supplier shall be responsible for the authenticity of the declaration letter of welfare units for the disabled and declaration letter of small and medium-sized enterprises provided. If it is inconsistent with the facts, it shall be investigated for legal responsibility in accordance with the provisions of the first paragraph of Article 77 of the government procurement law.

8) The classification standard for small, medium-sized and micro enterprises is based on the notice of the Ministry of industry and information technology, the National Bureau of statistics, the national development and Reform Commission and the Ministry of Finance on printing and distributing the regulations on the classification standard for small and medium-sized enterprises (MIIT Lianqi [2011] No. 300).

6. Specific qualification requirements for the project:

(1) . it has valid business license, tax registration certificate and organization code certificate (if the three certificates in one has been handled, it is only necessary to provide the scanned copy of the original copy of the business license or the scanned copy of the online printed copy of the administrative department and sign the official seal of the unit);

(2) There is no major illegal record in business activities within three years before the date of publication of the consultation announcement;

(3) In the first three years of participating in this procurement activity (36 months from the date of issuance of this announcement), it has not been listed in the bad behavior records such as dishonest Executees, the list of parties to major tax violations, and the list of records of serious violations of law and dishonesty of government procurement on the "credit China" website (www.creditchina. Gov.cn) and the Chinese government procurement website (www.ccgp. Gov.cn) (the supplier shall conduct online inquiry, provide online screenshots and sign the supplier's official seal)

(4) The legal representative of the supplier or the proposed entrusted agent must participate in the negotiation meeting, otherwise the negotiation group will refuse the negotiation.
